About this Job

Carries out full external recruitment cycle, from posting the position to extending formal offers of employment. This includes contacting recruitment sources and schools, screening resumes, coordinating assessments, conducting initial interviews, recommending candidates to CHRO, and serving as the primary contact to all applicants. Uses recruiting metrics to manage and improve the process of hiring candidates.
Manages the start-to-finish onboarding process and conducts new hire orientation.
Participates in employee relations for Core Service Branches by acting as a liaison between staff and management for a variety of HR related matters.
Monitors employee eligibility for benefits plans. Reviews benefits with employees and processes enrollment, cancellation, or changes. Organizes and manages annual open enrollment communications and election process. Works closely with benefit carriers.
Manages and tracks LOAs, FMLA eligibility, benefits and payroll information.
Monitors all employee accident reports, OSHA recordkeeping, and Workers’ Compensation claims. Attends BWC hearings, as needed.
Responsible maintaining human resource information management systems and providing continuous training on system updates or changes to all staff members.
Assists in keeping HR department in legal compliance, which includes attending seminars, checking government websites and keeping up-to-date with knowledge of various laws and regulations.
Provides support to CHRO, conducting surveys, interviews, and other research related to human resource policies, compensation, and recruiting. Assists with preparation of plans, policies, documents, and reports, affirmation action plans, organizational charts, and employee handbooks. Participants in Library committees and maintains an active presence throughout the Library system.

Required Qualifications

Education/License:

Bachelor’s Degree in Human Resources or related field required.
Labor Relations experience strongly preferred.
Professional certification through the Society of Human Resource Management (SHRM) or similar organization preferred.

Experience (Skills, Knowledge and Abilities):

At least three years of Human Resource experience, preferably in a union environment.
General knowledge of the Human Resource field. Including, but not limited to, recruiting, benefits administration, employment laws, employee relations, OSHA, Workers’ Compensation, and FMLA management.
Excellent communication skills, both verbal and written. Requires the ability to maintain a helpful, pleasant and tactful demeanor even when stressed by demands of difficult situations.
Strong computer/technology skill set, including recent experience working in an HRIS system.
Ability to establish and maintain effective working relationships with a diverse group at all levels of the organization.
Good problem-solving and organizational skills. Excellent attention to detail, while managing multiple projects.
Ability to maintain a high level of confidentiality.
